This forum was held by the Center of constitutional studies in Riga on 11 – 12 November 1999. The questions considered at this forum included the problems of constitutional construction in East European countries. The main accent was made on actual and many-sided information in successes and failures in developing Constitutionalism in the post-communist countries.
